Woman, 104, forced to lie about age on Facebook

(AP) ? Facebook is apologizing for a problem that makes a 104-year-old Michigan woman lie about her age on the social media website.

Marguerite Joseph's granddaughter says Facebook won't let Joseph list her real age.

Gail Marlow says when she tries inputting her grandmother's birth year as 1908, Facebook changes it to 1928. So for the past two years, the Grosse Pointe Shores centenarian has remained 99 ? online, anyway.

Joseph is legally blind and can't hear well, but Marlow reads and responds to all her Facebook messages.

Marlow tells WDIV-TV (http://bit.ly/Y7HQM2 ) she'd "love to see" Joseph's real age posted and chalks it up to "a glitch in the system."

Facebook spokesman Andrew Noyes told The Associated Press on Wednesday that it's working to fix a problem limiting used of pre-1910 birthdates.

Study suggests link between untreated depression and response to shingles vaccine

Feb. 14, 2013 ? Results from a new study published in Clinical Infectious Diseases suggest a link between untreated depression in older adults and decreased effectiveness of the herpes zoster, or shingles, vaccine. Older adults are known to be at risk for shingles, a painful condition caused by the reactivation of the varicella-zoster virus, and more than a million new cases occur each year in the U.S. The vaccine boosts cell-mediated immunity to the virus and can decrease the incidence and severity of the condition.

In a two-year study, led by Michael Irwin, MD, at the University of California-Los Angeles, researchers measured the immune responses to shingles vaccination among 40 subjects aged 60 or older with a major depressive disorder and compared these responses to similar levels in 52 control patients matched by age and gender. Measurements were taken at baseline, and then 6 weeks, 1 year, and 2 years after the patients received the shingles vaccine or a placebo.

Depressed patients not being treated with antidepressants (selective serotonin uptake inhibitors) had lower cell-mediated immunity to the varicella-zoster virus -- and were less able to respond to the shingles vaccine -- compared with patients who were not depressed or who were depressed but were receiving treatment with antidepressants, the researchers found.

The findings suggest that patients with untreated depression were "poorly protected by shingles vaccination," said Dr. Irwin. Depression treatment, on the other hand, boosted cell-mediated immunity and increased the effectiveness of the vaccine among those studied, even when the treatment did not lessen depression symptoms, the researchers found. Treating depression, noted Dr. Irwin, appeared to "normalize the immune response to the zoster vaccine" in the study.

Larger studies are needed to evaluate the possible relationship between untreated depression and the risk of shingles, the study authors noted, along with research to establish what mechanisms are responsible for patients' reduced immune response. The possible connection, however, is potentially significant: If antidepressants increase the efficacy of the shingles vaccine in those who are depressed, such treatment may have a similar effect on the immune response of depressed patients to other important vaccines, such those against influenza.

Diagnosis and treatment of depression in older adults may increase of the effectiveness of the shingles vaccine and help diminish the risk of shingles, the study authors conclude from their findings. "Efforts are also needed to identify and diagnose depressed elderly patients who might benefit from either a more potent vaccine or a multi-dose vaccination schedule," Dr. Irwin said.

Buffett's Berkshire in $23 billion deal to buy Heinz

Two iconic brands -- legendary investor Warren Buffett and 125-year-old ketchup-maker H.J. Heinz -- are coming together in the largest deal ever in the food industry's history.

Heinz confirmed Thursday that it agreed to be acquired by Buffett's Berkshire Hathaway and 3G Capital Management for $72.50 a share, or $23.3 billion. Including debt, the deal is valued at $28 billion. The deal was first announced on CNBC.

Berkshire and and 3G will each put up $4.4 billion in equity for the deal, along with debt financing from JPMorgan Chase and Wells Fargo. Berkshire is also buying $8 billion of preferred stock that pays 9 percent.

The deal is an unusual one for Buffett since he is partnering with 3G, a Brazilian investment firm that owns a majority stake in Burger King. Typically, Buffett prefers to make his acquisitions outright. However, the billionaire investor told CNBC that he was approached with the idea for the deal in December, and thought it was "my kind of deal."

"This is my kind of deal and my kind of partner," he added. "Heinz is our kind of company with fantastic brands." Buffett added, "but I have a file on Heinz that goes back to 1980."

3G founder Jorge Paulo Lemann approached Buffett in mid-December about a possible deal, and both approached William Johnson, Heinz's chairman, president and CEO, soon after. The first offer was made in mid-January.

According to Buffett, 3G will be the primary supervisor Heinz's operations after the deal closes. Other 3G founders include Carlos Alberto Sicupira, Marcel Hermann Telles, Roberto Thompson Motta, and Alex Behring. "We look forward to partnering with Berkshire Hathaway and 3G Capital, both greatly respected investors, in what will be an exciting new chapter in the history of Heinz," Johnson said in a statement.

Buffett noted that the Heinz deal leaves Berkshire with enough cash on hand to bag another "elephant."

Berkshire and 3G were both advised by Lazard, JPMorgan, and Wells Fargo. 3G's legal advisor was Kirkland & Ellis and Berkshire was advised by Munger, Tolles & Olson.

NCAA committee chairman expects smooth run in Cowboys Stadium debut as tourney site

Although the chairman of the NCAA men?s basketball committee anticipates ?more madness than we?re used to in March? in a parity-filled season, he stressed today that officials anticipate a smooth logistical run during Cowboys Stadium?s debut as an NCAA venue when it hosts the South Regional, March 29-31.

The key, said tournament chair Mike Bobinski, rests with the experience of the administrative staff from the Big 12, which will oversee the regional site.

?We feel like Cowboys Stadium will be a tremendous regional host and an equally tremendous Final Four host,? Bobinski said. ?The Big 12 has hosted a number of regionals before ... For teams to play in one of the iconic venues in the country is great. We?re excited about being there.?

Bobinski said the setup of Cowboys Stadium at the South Regional will be used ?as a dress rehearsal? for the 2014 Final Four, which also is coming to the facility.

Al Gore Says The Internet Will End Government Corruption. Great. But What About All Those Ads?

algoreOn his current visit to San Francisco, today former United States Vice President Al Gore swung through local PBS radio affiliate KQED for an hour-long appearance on the program Forum With Michael Krasny. It was a very interesting wide-ranging conversation, as Krasny's interviews often tend to be. But one part in particular caught my attention, when Gore was asked about the environment of corruption and bribery that seems to be as strong as ever in today's U.S. government. Gore says that this is indeed a growing issue that will need to be addressed on several levels. He also pointed to the Internet as being one of the most important tools that can help reverse this trend (I've embedded the entire audio at the bottom of this post, and this particular bit starts at minute 33:55.) I used to be on the verge of obese (6'2, 240), but I have lost 55 pounds in six months, from a combination of running, high levels of Vitamin D, and skipping meals.

I would like to focus on gaining muscle eventually. I gain muscle pretty easily. I'm wondering at what point one should switch from focusing on weight loss to muscle gain.

I currently have a BMI of 25. Since this is the upper range of "normal," should I switch focus now, or wait?

You have done wonderful to lose that much

We are the same height and I'm a lean, trim, 14 stone.

Body Fat is 10-15% and abs looks great.

Its time to get lifting.

I would recommend on starting to build muscle now, as the more lean muscle tissue you build, the more fat that will burn. And GOOD WORK losing that much weight that fast!

BMI is flawed math, and should be abandoned. By using BMI, I am "too fat" at age 45 and just under 6' tall and around 185 lbs. BUT.... My body fat is 4.8%, which is leaner than an olympic runner. If it says I'm "too fat" and there is so little fat that you can see veins on my abs, that's proof of BMI being a joke.

I've made quite a dramatic change in my overall physique (actually documented on these boards ^^), going from flat-out obese to now being quite buff, and from what I've gathered, there is no "right way" to do it. I am with Charles on this one, bodyweight exercises as well as moving iron is quite more benifitial to losing weight than any cardio workout. My approach was, to wrap it up in a metaphor "Tearing down the house and building a new one on a clean foundation". I went down to very low weight (on the edge of being underweight if you wanna bring in BMI), and build my physique up from there. While there's a little more to it than this, I'd like you to consider that losing tremendous amounts of bodyfast AND bulking up on muscle are two concepts mutually exclusive to one another. If you want to get your body to use its fat depots, you gotta stay below your daily energy requirement with what you eat. Whether you do that by increasing your requirement, eating less or a combination of the two is up to you. If you want to build muscle, you gotta eat at least your requirement. Afer all, where's the additional mass gonna come from if not from enough intake. Of course, you can become physically stronger, build good overall muscle and lose weight at the same time, no question, but for me, it worked tremendously to tackle these things one at a time.
If you are the type that definitely wants visible abs, you'll have an easier time doing it by losing bodyfat. They start to show around 12% bodyfat and get very visible at around 8 (this is where I am at the moment), and it is definitely easier to lose bodyfat than building up comparable amounts of muscle.
So, short answer to wether you should start now or wait: It depends on what you want. What are your overall goals?

In my case I wish I cut my bodyfat a tad more before starting lifting. I was at 17-20% bodyfat and 180lbs before starting lifting, and after was 195 at the same bodyfat. So now I'm 185 (last check) and trying to get down to 170 or so. I gained about 10lbs lean mass total, not really training for mass at all but central nervous system gains.

So here's your issue, assuming you were fat before, you probably had at least some muscle mass just from overfeeding, sumo wrestlers for example technically have some of the most "lean mass" out of all athletes, and they don't even lift. When you cut weight, especially doing it really fast, you lose muscle mass. So lifting is a good thing to do as part of a exercise program to prevent it.

What I'd say is do stuff fairly submaximal (maybe like 60% of 1rm on compound lifts) so the body doesn't have to take in a lot of calories to do the lifts. My experience it was really hard working in the "strength" rep range (like 1-3 reps) and trying to lose weight as I'd be so hungry all the time, and it's not good to use caffeine as a replacement for food. You'll see lots of powerlifters with high bodyfat because of this, it's easy to eat yourself into lifting more weight. So where P90x admittedly does decent is it gives you some light basically girl weight type stuff to do just to signal the body to keep the muscle mass. So basically, probably something like 10x3 or something on the compound lifts would be good to do, then when you're at a bodyfat you wanna be at, go for the lower reps per set/more weight option and eat a decent amount more. Once you're at a low bodyfat, it'll be easier to keep weight off as you'll teach your body to set itself at that point.

But yeah, basically the choice is gain muscle fast, gain fat also, lose fat fast, lose muscle also. At least this is my experience. So doing a little lifting would be basically the middle ground of these programs. Charles is right in that once you do have muscle mass, weight is easier to lose, as it burns more calories. You can also eat more and not worry as much with the muscle mass, as extra muscle mass increases your basal metabolic rate.

Iran president still fiery in twilight of term

TEHRAN, Iran (AP) ? There was nothing essentially new in the message to Washington from Iran's president on Sunday: Repeating last week's statement by the Iranian supreme leader that direct talks cannot happen as long as sanctions remain.

What drew attention was how Mahmoud Ahmadinejad injected himself into it.

Ahmadinejad told crowds marking the anniversary of the 1979 Islamic Revolution that he personally was ready to take part in one-on-one dialogue with the U.S. if Western economic pressures were eased. Even in the twilight of his presidency, Ahmadinejad's political ego remains as intact as ever ? suggesting both a feisty prelude to June elections and efforts by Ahmadinejad to seek the spotlight after his second and final term.

While he was careful not to contradict Supreme Leader Ayatollah Ali Khamenei, the offer to represent Iran in possible future dialogue ? whether real or rhetorical ? was an indirect slap and suggests no easing of a political feud between Ahmadinejad and the ruling clerics. The supreme leader, not the president, oversees all critical matters of state, including picking envoys for international talks and setting policy toward Washington.

Iran's political skirmishes pose no direct threat to the ruling system, but have become so much of a distraction that Khamenei has made a rare appeal for all sides to lower the tensions.

It's gone widely unheeded. Ahmadinejad has even warned against attempts to "engineer" the June elections. It's a reference to the powerful Revolutionary Guard and its plans to take an active role in the campaigning, but also a paradoxical swipe since Ahmadinejad's re-election four years ago touched off enormous chaos over claims of vote rigging.

By most reckoning, Ahmadinejad should be limping into his final months.

His political capital has been sharply drained in a doomed bid to challenge Khamenei as the sole gatekeeper for all key policies and decisions. Key allies have been either arrested or politically neutralized over nearly two years. Last week, Ahmadinejad was publicly rebuked in parliament after trying to disgrace Speaker Ali Larijani ? a longtime rival ? with a purportedly secret videotape allegedly exposing corruption within the Larijani clan.

"Very ugly," said Ahmadinejad after being lectured by Larijani about political ethics and then curtly dismissed from the chamber.

Yet every time Ahmadinejad has been rattled, he's managed to regain his footing.

His resilience will now encounter even tougher tests. Khamenei and the ruling theocracy are expected to block Ahmadinejad's protege Esfandiar Rahim Mashaei from being on the June 14 ballot to pick his successor. This means that Ahmadinejad ? with less to lose ? may fight harder for political relevance in the coming months and lash back stronger at his critics.

At the same time, it appears increasingly likely that Ahmadinejad will try to position himself for some kind of political influence after his leaves office. He has given few hints of his post-presidency incarnation, but his showdowns with the ruling system suggest he will be forced to carve out his own fate.

His speech Sunday ? his last revolution anniversary rally as president ? showed his refusal to even acknowledge his lame duck status.

"You pull away the gun from the face of the Iranian nation, I myself will enter the talks with you," Ahmadinejad said in a message to the U.S.

The pronoun, not the statement, was what brought notice.

Khamenei said basically the same thing on Thursday ? even using the gun analogy ? in response to proposals from the White House for direct U.S. talks over Iran's nuclear program. Khamenei's declaration put the brakes on any momentum for breakthrough dialogue with Washington, which broke ties with Tehran after militants stormed the U.S. Embassy in the wake of the Islamic Revolution and fifty-two Americans were held hostage for 444 days.

But despite the statements, Iran is still set for some dialogue: nuclear talks with world powers including the U.S. are scheduled to resume Feb. 26.

"Talks are better than conflict," said Ahmadinejad at the anniversary ceremony, speaking under towering images of Khamenei and the revolution's leader, the late Ayatollah Ruhollah Khomeini. "But it has its own formula. Talks are for improving integrity and cooperation, not for imposing the viewpoint," of one side on the other one.

He also repeated Iran's frequent pledge that it will not halt its nuclear activities ? which include uranium enrichment ? due to Western pressure. The West and its allies fear Iran's ability to make nuclear fuel could eventually lead to weapons-grade material for atomic weapons. Iran insists it only seeks to run reactors for energy and medical applications.

"Your efforts had aimed at preventing us from becoming nuclear, but we did," Ahmadinejad told the rally while also claiming Iran plans to put an advanced satellite into stationary orbit as part of the country's next aerospace advancement.

Earlier this month, Iran claimed it successfully sent a monkey into space and back to earth ? although doubts were raised by Iranian photos apparently showing two different animals in before-and-after images.

Even as the questions swirled, Ahmadinejad diverted attention by volunteering to be the country's first astronaut aboard an Iranian-launched rocket if the space program ever reaches that point.

"Ahmadinejad is politically wounded, and nothing that's wounded is usually quiet," said Dubai-based security analyst Theodore Karasik.

There was a time after his 2005 election when he was a favored son.

Khamenei appeared to create a seamless bond between the theocracy and Ahmadinejad presidency ? a noticeable change from the suspicion clerics had toward his reformist predecessor Mohammad Khatami.

Ahmadinejad, however, seemed uneasy with the limits of his office, which has sway over many economic and social affairs but not strategic issues such as foreign policy, intelligence or the nuclear program. His attempts to grab more power were swiftly snuffed out by Khamenei, leaving the president a target for payback from powerful groups controlled by the ruling clerics such as the judiciary and Revolutionary Guard.

In further signs of tensions, Larijani was stopped from delivering a revolution anniversary speech Sunday by chanting protesters in the seminary city of Qom, official news agency IRNA reported. In Tehran, meanwhile, the semiofficial Mehr news agency said some demonstrators protested against Ahmadinejad when he joined the rally.

It will be months before Iran's ruling clerics vet and approve the presidential candidates. But all expectations point to a slate with no wild cards or strong reformists. The goal is to avoid any risks of a repeat of the bloody aftermath from the 2009 vote.

Among the perceived front-runners is Ahmadinejad's nemesis, the parliament speaker Larijani. Others include former Foreign Minister Ali Akbar Velayati, prominent lawmaker Gholam Ali Haddad Adel, Tehran Mayor Mohammad Bagher Qalibaf and ex-Revolutionary Guard commander Mohsen Rezaei.

"There may be lots of political fighting and mudslinging to come despite Khamenei's effort to keep it quiet," said Mehrzad Boroujerdi, a Syracuse University professor who follows Iranian affairs. "Then, after the election, no one expects Ahmadinejad to fade away. He'll be a force from the outside looking in."

S.Africa police: Congo rebel 'ringleader' arrested

JOHANNESBURG (AP) ? Police in South Africa said Sunday they arrested the "ringleader" of a group of 19 Congolese rebels who now face charges of allegedly plotting a war to unseat Congolese President Joseph Kabila.

The leader, who police declined to identify before his arraignment this week in a Pretoria court, was arrested Friday in Cape Town, said Capt. Paul Ramaloko, a spokesman for South African Police Service. Ramaloko said the man didn't fight his arrest, though he declined to offer any other details.

"He cooperated with us," the captain said.

Ramaloko identified the man as the "ringleader" of the alleged rebel group, making it likely the man is Etienne Kabila, who prosecutors identified last week as being in charge of the group. Kabila claims to be a son of Congo's assassinated president Laurent Kabila, something the Kabila family denies. Laurent Kabila's son, Joseph Kabila, is Congo's current president.

On Feb. 5, police arrested the 19 suspected rebels in South Africa's northeastern Limpopo Province. Prosecutors later said the men thought they had been on their way to a training camp, where they would learn the tactics they'd need to "wage a full-scale war" against the Kabila government. Instead, prosecutors said those that the group first contacted in September were actually undercover police officers.

The suspected rebels asked the undercover officers for thousands of machine guns and grenades, as well as missiles, cash, radios and satellite phones, prosecutors said. In return, the group offered the officers mining rights for eastern Congo, where experts estimate there mineral deposits worth trillions of dollars, prosecutors said.

One of the arrested suspects is James Kazongo, a U.S. citizen who lives in Middletown, Delaware. Kazongo has denied the charges against him and has been in contact with the United States Embassy in South Africa.

The 19 men face charges of violating South Africa's Foreign Military Assistance Act, which bars people from plotting coups or mercenary activities in foreign nations. The men will appear at a bail hearing scheduled for Feb. 14, where prosecutors could present more evidence against them.

The men, who have yet to hire lawyers, did not enter pleas at their arraignment hearing last week.

Prosecutors have said a man they identified as "General Yakutumba" also was on the run from police. That could be William Amuri Yakutumba, a former Congo army captain who now runs his own militia in eastern Congo. His whereabouts remained unknown Sunday.

Sarah's Slim-Down: Week 2

Ever wonder if a diet plan's claims are for real? We sure do ? so we've decided to put health and diet plans to the test, starting with DailyBurn.com's Inferno program. Is it too good to be true?

Sarah -- Week 2

After one week on DailyBurn's Inferno, and following their tips to lose 10 pounds in a month, I say that Inferno is tough. Really tough. Like OMG-it-burns tough. But it's also rewarding. In fact, after one week, I've lost (drumroll, please) two pounds!

I am so excited.

This is a tough plan to follow, and I haven't been perfect about it. But making little changes has paid off with good results so far.

Day one: The protein shake fiasco

Tip No. 1 for this plan was to drink a protein shake for breakfast. You might as well have told me to go climb a mountain in stilettos because this felt like an impossible feat. I've never been a protein shake fan and couldn't imagine doing this every day. For a month.

Sarah's stats:

Height: 5'6"

Starting weight: 194 pounds

Current weight: 192 pounds

Total loss: 2 pounds

Still, I trudged along and whipped up a protein shake using my husband?s favorite protein powder. It?s vanilla flavored and I added frozen strawberries ? for a little natural flavor. My daughter ?the official taste tester?? took one sip and proclaimed it good, but I could barely stomach a few sips. The synthetic vanilla taste was just too much for me, so down the drain it went. So I started researching non-powder alternatives and promised myself that the next day I would take a different route.

In the meantime, I grabbed a coconut Simple Square (6 grams of protein!) and a coffee and gave myself a pass on this one. The Simple Squares have a really simple and short ingredients list including nuts and honey?? and it?s all organic. And it tastes good, too.

Over the next few days, I focused on having protein-rich breakfasts. Shakes? What shakes?

Finding a protein shake for me

Still, I felt like I needed to give the whole protein-shake-for-breakfast thing another whirl. Perhaps there was something else out there that wouldn't be a cloyingly sweet, fake, chalky torture. I turned to the experts to help me find a protein shake for me.

Loryn Galardi, a clinical nutritionist based in Wilton, Connecticut, said that you need to be really cognizant of the ingredients in your protein powder. "If you buy from a discount store, you are getting discounted, low-quality ingredients. There should not be any soy, gluten or artificial colors or sweeteners such as aspartame or sucralose, and if fructose is included, it should be in a small amount," says Galardi.

So what should you be looking for? Start with the right type of protein. Galardi says whey is best, but other kinds can be good too. "The protein should come from either whey, which is best for maintaining muscle, or if you are [whey] intolerant, then pea, rice and/or hemp," says Galardi.

As for mixing it, Galardi says that to make an effective protein shake, you need to add both carbohydrates (she recommends about a quarter-cup of fruits or vegetables) and a fat, like nuts. "A shake without fat will leave you starving in an hour. Coconut, nuts and seeds are all good ideas. Again, not too much, as we don't want a 700-calorie morning shake. You also need a bit of fiber which can come from seeds as well, such as ground flax seeds," says Galardi.

A protein shake for me

After getting tips from Galardi, I decided to look one more time for a protein powder for me. I knew now to avoid soy, and didn't want whey, since whey shakes have always made my stomach dance. Instead, I went with one of the alternatives she suggested: hemp. I found an organic hemp protein powder at Trader Joe's that has just a few ingredients?? and all ones that I can both pronounce and recognize.

In the morning, I mix it with about 1 cup of fruit. Although Galardi had suggested less, I like having more for the flavor and also to get a head start on my five fruits and vegetables a day. The hemp powder already has a good deal of fiber (at least this one does). And tossing in a handful of walnuts takes care of the fat she recommends.

The result? Well, it's not pretty (OK, it looks like mud) but it is both tasty and filling?? and better yet, I like it. Yes, folks, I found a protein shake that I like. Go figure.

The benefit to starting the day this way? I find myself snacking less. There are no midmorning cravings to contend with or feeling that I need just a little more of something. That's pretty awesome.

The workouts

When I said I wasn't perfect about the plan, I wasn't kidding. So here's the big confession: I didn't do all the Inferno workouts this week. I couldn't for two reasons: First, the intensity is so high that for someone like me who hadn't worked out in a while, the zero-to-60 approach comes with pain. I could barely stand up, let alone walk, after the second workout. Then I fell, bruising my foot badly. So a few days off were in order. Now it's a new week, and I am back at it and hoping I can do more workouts than last week.

Yet another computer fiasco in home of Silicon Valley | CalWatchDog

Friday?s news that state Controller John Chiang had fired the second contractor hired to upgrade the state government?s computer payroll system for incompetence and poor work ? a few years after the first contractor was fired for the same reason ? is an amazing commentary on the disconnect between the genius of California?s private sector and the stupidity of Sacramento.

This is where the information technology revolution began! And we have a payroll system built on punch-card computers from the 1970s? And after nearly a decade of trying to fix it, we?ve made no progress???

?This is the home of Silicon Valley; it?s so embarrassing,? said Debra Bowen.

But that wasn?t Bowen in her present role as?California?s secretary of state. That was what she said in 1999, when she was a state senator commenting on another computer debacle.

In April 2012, I whined about a?Sacramento Bee report which (my description) warned that ?the California Public Employees? Retirement System was having so many problems with its new $514 million computer system that some retirees are getting notices that their health insurance policies are being canceled because of CalPERS? nonpayment of premiums.?

Computer debacles the Sacramento norm

As I detailed then, this was nothing new:

?In 1994, a state audit found the Department of Motor Vehicles wasted nearly $50 million on a computer ?modernization? project that would actually have yielded a slower computer system than the relic it was to replace.

?In 1999, Gov. Gray Davis canceled an $18 million state program to integrate computer systems tracking welfare and social services recipients because it offered no hope of progress ? the fifth failed effort at the same task that decade. The state ended up paying fines of nearly $1 billion for delays in meeting a federal mandate to have a functional computerized system to track child support payments.

?In 2005, a Sacramento Bee report found that efforts to implement reforms of the state prison system were impossible to evaluate for their effectiveness because the state Department of Corrections ? despite huge budget increases ? had never set up a central computer database to track individual prisoners and employees as it was directed to do in 1992. This poor tracking led to more violence in overcrowded prisons and to arguably higher recidivism because of an inability to evaluate which prisoners would respond to programs meant to help them integrate back into public life.?

This next paragraph involves the project where Chiang fired the contractor Friday:

?In 2009, efforts to furlough state employees and reduce their pay were called impossible by experts in and out of state government because the state payroll system relied on decrepit computers using half-century-old programming language. The ?21st Century Project? upgrade of the system ? originally bid out to a contractor at $69 million ? now seems likely to cost $500 million.

?In 2011, a state audit lambasted a planned statewide computer system meant to link courts in all 58 counties. The audit said the system could end up costing $1.9 billion ? seven times the original $260 million estimate.?

Do you, yunno, see a pattern here?

I see this as part of a larger continuum in which California Democrats and much of the media who constantly and at times correctly rail against the private sector for corruption, cutting corners and being amoral completely absolve the public sector when seeing similar epic fiascos. Why? Do even Democrats believe the cheap jokes about ?government work?? Apparently.

It?s 2013, and even after spending more than $250 million, California has a payroll system based on computer programs from the 1970s. The same California where computer geniuses have changed the world with their hardware and software breakthroughs since the 1970s.

Near Boston, Preparing (or Panicking) for the Storm

Yahoo! News is gathering brief first-person accounts, photos and video from the severe winter weather in the northeastern United States. Here's one resident's story.

FIRST PERSON | Not all nor'easters are winter storms, but those that are often leave a lasting set of memories in native New Englanders. The current storm promises to be one, too. Two large storm systems combined to form what newscasters in the area are calling a "superstorm" -- and some are saying that amounts close to three feet of snow are possible, if not probable.

Some take it in stride; they'll ensure they've got necessities enough to ride out a few days of possible immobility and power loss. Others take it in a state of semi-panic; they'll wait until the last minute, then line up for gasoline or raid local supermarkets and convenience stores for anything they think they'll need. Milk, bread and water go first. Simple foodstuffs that don't require cooking generally follow -- breads, in particular.

And anything from rock salt to windshield washer fluid, fire starters to shovels, boots and gloves to flashlights and batteries.

My wife and I are more in the former than the latter category, so only had a few small errands to do. This morning, before the snow began, we re-topped a gas tank and tossed a tow rope, shovel, some cat litter and chemical lightsticks into the Jeep, and went out to get some food at a local pizzeria (Unchained Pizza, on Adams St. in Quincy). There's already more than an inch of wet snow on the ground.

We've walked the dog, and are now hunkering down to watch the storm roll in from our quiet corner of Milton, Mass.

If we need to go out, we know that there's a 7-Eleven up the street (Adams Street in Quincy, run by Dennis Lane) that will probably be open and accessible.

Regardless of the type of storm routine, nearly everyone will be off the roads at 4 p.m. -- governor's orders.

Stay safe, everyone.

Lawmakers to get classified drone info

(AP) ? President Barack Obama has directed the Justice Department to give Congress' intelligence committees access to classified legal advice providing the government's rationale for drone strikes against American citizens working with al-Qaida abroad, a senior administration official and Democratic lawmakers said Wednesday.

A drumbeat of demands to see the document has swelled on Capitol Hill in recent days as the Senate Intelligence Committee prepares to hold a confirmation hearing for John Brennan, who helped manage the drone program, to be CIA director.

Those demands were only intensified by the leak this week of an unclassified "white paper" on how decisions are made to target U.S. citizens abroad that the Justice Department confidentially sent to key lawmakers last year. The unclassified memo says it is legal for the government to kill U.S. citizens abroad if it believes they are senior al-Qaida leaders continually engaged in operations aimed at killing Americans, even if there is no evidence of a specific imminent attack.

The senior official said Obama decided to send lawmakers the classified rationale on Wednesday as part of his "commitment to consult with Congress on national security matters." Obama directed the Justice Department provide the Senate and House intelligence committees access to classified advice from its Office of Legal Counsel that the white paper is based on, the official said.

Legal opinions produced by the legal counsel's office are interpretations of federal law that are binding on all executive branch agencies.

The administration official spoke on condition of anonymity because he was not authorized to discuss the matter by name.

Earlier Wednesday, White House spokesman Jay Carney said Obama was engaged in an internal process deliberation to determine how to balance the nation's security needs with its values. He said Obama was committed to providing more information to Congress, even as he refused to acknowledge whether the drone memo even existed.

"He thinks that it is legitimate to ask questions about how we prosecute the war against al-Qaida," Carney said. "These are questions that will be with us long after he is president and long after the people who are in the seats that they're in now have left the scene."

Eleven senators, including Democrat Ron Wyden of Oregon, called on Obama to provide lawmakers "any and all legal opinions" that outline the president's authority to use legal force against Americans.

Wyden, a member of the Senate Intelligence Committee, told The Associated Press that Obama called him Wednesday evening to alert him to the decision to release the legal opinions. The president pledged to launch a "very extensive" public discussion on the government's ability to target Americans abroad, Wyden said.

"This is an encouraging first step," Wyden said. "There is now an opportunity to build on it."

Sen. Dianne Feinstein, D-Calif., committee's chairman, said in a statement that the legal opinion would be provided to her committee by Thursday morning. The confirmation hearing will be held Thursday afternoon.

Justice's unclassified 16-page white paper says that it is lawful to target al-Qaida linked U.S. citizens if they pose an "imminent" threat of violent attack against Americans and that delaying action against such people would create an unacceptably high risk. Such circumstances may necessitate expanding the concept of imminent threat, the memo says.

"The threat posed by al-Qaida and its associated forces demands a broader concept of imminence in judging when a person continually planning terror attacks presents an imminent threat," the document added.

A September 2011 drone strike in Yemen killed Anwar al-Awlaki and Samir Khan, both U.S. citizens. A separate drone strike two weeks later killed al-Awlaki's 16-year-old son, a Denver native. The strikes came after U.S. intelligence concluded that the elder al-Awlaki was senior operational leader of al-Qaida in the Arabian Peninsula plotting attacks on the U.S., including the abortive Christmas Day bombing of an airplane landing in Detroit in 2009.

The memo does not require the U.S. to have information about a specific imminent attack against the U.S. But it does require that capture of a terrorist suspect not be feasible and that any such lethal operation by the United States targeting a person comply with fundamental law-of-war principles.

Pre-order the $100 Ouya game console at Amazon, Best Buy ...

The Ouya game console is a video game console with an NVIDIA Tegra 3 processor and Android-based operating system. It comes with a wireless controller and it?s designed to make it easy for developers to port their mobile games to the big screen, create new titles optimized for televisions, and to give users a platform for playing free and paid Android games in the living room.

After raising millions of dollars in a Kickstarter funding campaign, the Ouya Team started taking pre-orders for the game console through its website, for folks that didn?t get a chance to reserve a unit during the fundraising round.

Now it looks like there will be another way to pick up a $100 Ouya game console: It will be available from a number of national retailers in the US.

Amazon, Best Buy, and Target are already taking pre-orders for the Ouya for $99.99. According to the Wall Street Journal, it will also be available from Gamestop.

While the initial Ouya units should start shipping to customers starting in April, it?s not expected to be available in stores until June.

In addition to operating as a game console, the Ouya box will support media apps such as XBMC and Plex, Vevo, iheartradio and TuneIn, making it a relatively inexpensive device for bringing internet audio and video to your TV.

But there are no shortage of those these days. It?s really the focus on games that makes the Ouya stand out.

2006 Cy Young winner Brandon Webb retires

Brandon Webb, who won the NL Cy Young Award in 2006 and was one of the top pitchers in baseball before being beset by arm injuries, is retiring.

The right-hander's agents, Mike Montana and Jonathan Maurer of Millennium Sports Management, confirmed Monday night that Webb was calling it a career.

"He has worked so hard over the past three years to come back but his shoulder just wouldn't allow it to happen," Montana said in an email. "He's a first class guy with a great family that he'll get to spend more time with now."

The 33-year-old Webb hasn't pitched in the majors since 2009 because of shoulder problems. He came up with Arizona in 2003 and had a 2.84 ERA in 180 innings. He pitched more than 200 innings each of the next five seasons for the Diamondbacks, using his heavy sinker to win a Cy Young and earn three All-Star selections. He finished second in the Cy Young voting in both 2007 and '08, winning a total of 40 games those seasons.

Fossil reef yields oldest spider crabs ever

The remains of eight new species of crustaceans, including the oldest known spider crabs that lived 100 million years ago, have been uncovered in a fossil reef in northern Spain, scientists report.

The fossils were found in the abandoned Koskobilo quarry alongside other species of decapod crustaceans (a group that includes crabs, shrimp and lobsters ). The two oldest-known spider crabs, named Cretamaja granulata and Koskobilius postangustus, are much older than the previous record holder, said study author Adi?l Klompmaker, a postdoctoral researcher at the Florida Museum of Natural History at the University of Florida.

"The previous oldest one was from France and is some millions of years younger," Klompmaker told LiveScience, referring to the spider crabs. "So this discovery in Spain in quite impressive and pushes back the origin of spider crabs as known from fossils."

C. granulatawas about 0.6 inches (15 millimeters) long and showed distinctive features to suggest it was a spider crab, including two diverging spines coming out of its rostrum (the extended portion of the carapace, or shell, in front of the eyes) and a somewhat pear-shaped carapace. The reef where they were found seems to have vanished shortly after these creatures lived. "Something must have happened in the environment that caused reefs in the area to vanish, and with it, probably many of the decapods that were living in these reefs," Klompmaker said. "Not many decapods are known from the time after the reefs disappeared in the area," added Klompmaker, who details the findings in a forthcoming issue of the journal Cretaceous Research.

With a team of researchers from the United States, the Netherlands and Spain, Klompmaker collected fossils in the Koskobilo quarry in 2008, 2009 and 2010.

"We went there in 2008, and in the first two hours found two new species," Klompmaker said in a statement. "That's quite amazing ? it just doesn't happen every day."

With the new findings, some 36 decapod species are known to have existed at the abandoned quarry, making it one of the most diverse localities for decapods during the Cretaceous period (145 million to 66 million years ago), Klompmaker said.

The researchers also found there were more diverse ancient decapods living within the reefs ? where they fed, mated and sought shelter ? than in other parts of the ocean.

"One of the main results of this research is that decapod crustaceans are really abundant in reefs in the Cretaceous," Klompmaker wrote in an email. "The presence of corals seemed to promote decapod biodiversity as early as 100 million years ago and may have served as nurseries for speciation."

Last year, Klompmaker reported finding fossils of tiny lobsters huddled together in the seashell of an extinct mollusk known as an ammonoid. The "embracing" lobsters, found in a rock quarry in southern Germany, suggested these fearsome-looking crustaceans were sociable as long ago as 180 million years, when the little crustaceans lived.

"This is the oldest example of gregarious behavior for lobsters in the fossil record ? and not just lobsters but the entire group of decapods, which includes lobsters, crabs and shrimp," Klompmaker, who was at Kent State University, said at the time. "What this tells us is that this type of behavior of grouping together may have been very beneficial early on in the evolution of these crustaceans."

Klompmaker was also part of a team that discovered a new hermit crab at the same quarry, naming it after Michael Jackson (Mesoparapylocheles michaeljacksoni), as it was found around the time the singer died.
