In 2010 the Prime Minister commissioned Lord Young?s review of the Health and Safety Executive?s (HSE) regulations, leading to the Common Sense, Common Safety report. This report affects how the health and safety system operates in the UK. It has since been accepted by the Government and is currently in the process of being implemented.
An aspect of Lord Young?s report set out to cull the funding of the independent watchdog HSE. This has since led to the body cutting down on what it states were trivialised endeavours in a bid to conserve money, part of their strategy stating they will cut back on, ?Unnecessary risk aversion?. The HSE are now channelling their efforts and funds on any premises categorised as high risk. 2011/12 sees further augmentations to the UK?s health and safety regime, which will continue to cut back on HSE funds through to 2015. The HSE have stated that they view any reductions in their funding as a positive move, enabling them to become more focused in their efforts.
Many workplaces that were previously under regulation by regular HSE inspections are now left alone. Pro-active inspections will only be carried out in workplaces that are deemed of both significant risk and necessary by the HSE. Inspections will be stopped in establishments that prove of little or no threat to the workers. HSE chief executive, Geoffrey Podger, admitted that some of workplaces now being left alone still class as high risk.
However, in recent years government approved strategies to cut back on the HSE?s funding have laid out cuts of up to 35 per cent by 2015. While the HSE is outwardly welcoming the changes, claiming it will help them to channel their efforts into the areas that require it most, it could lead to significant pitfalls in their system.
The HSE proposed to regain lost funds by introducing a fee for fault scheme- charging those establishments that prove to be a consistent threat to health and safety. Measures such as cutting back on future staff recruitment and health and safety campaigns such as the asbestos awareness have also been undertaken in a bid to conserve funds. Despite many reservations on the ability of the HSE to function on such limited funds, HSE spokespersons remain insistent that only positive changes have been made in becoming ultimately more efficient in their methods.

Prostate cancer is a deadly disease which affects millions of men all over the world. It has been reported that the former Hawthorn great Don Scott has also caught in the clutches of prostate cancer. Last night, during an interview on Channel Seven, Scott revealed that he is taking prostate cancer treatment.
Although Scott has been affected with prostate cancer, he calls himself a luck man as he was diagnosed with the cancer at an early stage. He informed that after Ester, he might undergo surgery. But nothing is sure at the moment.

In the small, quiet, quaint town of Stonestown Abbey near London, England. The survival horror videogame "Fatal Reality" made by a multi-million dollar company called NexCorp based in London, England has been universally acclaimed by many gaming sites including IGN.com, Gamespot, 1UP and Famitsu. Many magazines critically praised the game for its extremely realistic graphics and the deep, ominous storyline it carries. ?The whispers of Isber?s age were everywhere in Marjayoun. They spoke of a time in which I never lived but had envisioned so often that, to me, it was almost more familiar than the present. It was the era whose fragments and civilities ? the remnants of the Ottomans and the Levant ? had originally drawn me to the Middle East.?
Much about House of Stone: A Memoir of Home, Family, and a Lost Middle East by Anthony Shadid is revealed in this passage from page 133. Isber was Shadid?s great grandfather, a man who after 1900 built a stately house on a hill to claim his membership in the society of Marjayoun, a vibrant town of Christian and Muslim merchants in Southern Lebanon. The wealth and tolerance of the community soon disappeared in the upheaval following the dismantling of the Ottoman empire after World War I. Isber sent his children to the United States and Brazil to escape violence and died prematurely. His widow lived in the house until the 1960s after which it began to crumble. It was occupied by an Israeli agent during the 1982 war and was struck by a small missile. Shadid, who grew up in a Lebanese community in Oklahoma, took a year off to rebuild the house, hoping to rebuild his family as well.
In House of Stone, Shadid retells stories from his family while describing the slow restoration of Isber?s house and gardens. Throughout there are strained relations with his foreman and various craftsmen who have a very different sense of time than Shadid. He also visits relatives and prominent citizens of the community. My favorite is Dr. Khairalla, a wise retired hospital administrator who gives Shadid cuttings for his garden. The doctor was convicted of treason (but never sentenced) for having dealt with the Israelis during the occupation, something he had to do to keep the hospital open.
Shadid was a winner of two Pulitzer Prizes for Journalism and is nominated again this year for his coverage of events in Syria. In February, he died during an asthma attack while clandestinely crossing the Syrian border from having interviewed Syrian rebels. His book was published in March. Like his great grandfather, his stay in the house was short.

BRUSSELS (Reuters) ? The euro zone?s public debt crisis is not over despite calmer financial markets this year, the OECD said on Tuesday, with a warning that the bloc?s banks remain weak, debt levels are still rising and fiscal targets are far from assured.
As the euro zone heads into its second slump in just three years, the Organization for Economic Co-operation and Development (OECD) said the 17-nation area needed ambitious economic reforms and there could be no room for complacency.
?Market confidence in euro area sovereign debt is fragile,? the Paris-based economic think tank said in a report on the state of the euro zone?s health. ?The outlook for growth is unusually uncertain and depends critically on the resolution of the sovereign debt crisis,? it said.
In a departure from forecasts by the International Monetary Fund and the European Commission, the OECD sees 0.2 percent growth in the bloc in 2012, rather than an outright contraction.
While international economists are divided over just how deep any downturn will be this year, most agree that weak business confidence and budget austerity is eating into the purchasing power of European households, driving up unemployment and leaving Asian and U.S. demand holding the key to growth.
Two years into the euro zone?s sovereign debt saga, EU leaders? commitment to fiscal discipline and the European Central Bank?s stimulus of 1 trillion euros to banks has cooled the panic in money markets late last year that drove Italian and Spanish bond yields to near unsustainable levels.
Euro zone government debt levels are likely to reach 91 percent of economic output next year, even as the bloc enacts some of the deepest austerity programmes in half a century, and well above the European Union limits for a healthy economy.
?MOTHER OF ALL FIREWALLS?
The OECD, which tracks industrialised economies to promote growth, cautioned that deficit-cutting goals needed to strike a balance with what was realistic and politically possible, or the EU?s enforcement systems could lose credibility.
The euro zone must ?set out more credible and detailed medium-term budgetary plans?, the OECD said. The crisis may have increased policymakers? determination to impose austerity, but recessions this year in southern European countries may make it harder for euro zone leaders and the European Commission to impose sanctions on member states should they miss targets.
Spain?s Prime Minister Mariano Rajoy won a more relaxed 2012 deficit goal at a meeting of euro zone finance ministers earlier in March, but a looming recession will make even that a stretch.
Strengthening banks is also critical to any resolution of the crisis, while the bloc must agree a big enough financial firewall to stand behind the indebted economies of Italy and Spain, should they be cut off from markets, the OECD said.
Euro zone finance ministers are expected to address both issues at a meeting in Copenhagen on Friday. German Chancellor Angela Merkel signalled for the first time on Monday that she was prepared to consider boosting the firewall?s resources.
?Immediate action is required to ensure sufficient and large-scale availability of a firewall to stop the dynamics of runs against solvent sovereigns,? the OECD said.
OECD chief Angel Gurria has called for ?the mother of all firewalls? ? some 1 trillion euros ? but finance ministers look more likely to agree to a level nearer 700 billion euros.

NEW YORK (AP) ? When the Harry Potter books finally went on sale in electronic form on Tuesday, it was as if Harry himself had cast the "Alohomora" spell on them ? the one that unlocks doors.
In a break with industry practices, the books aren't locked down by encryption, which means consumers can move them between devices and read them anywhere they like.
If "Pottermore," J.K. Rowling's new Web store, proves a success, it could provide a model for other authors and publishers and undermine the clout of Amazon.com Inc., which dominates e-book sales.
"I think it's a very large crack in a dam that's going to collapse in the next nine to twelve months," says Matteo Berlucchi, the CEO of an independent British-based online bookstore, aNobii.
E-books from major publishers are sold in encrypted form today. The text of a book is scrambled so that only authorized devices and software can read it. For instance, a book bought from Amazon can be read only on the company's Kindle e-readers and on its Kindle applications for smartphones, tablets and PCs. It can't be read on Barnes & Noble's Nook e-readers.
Conversely, a book for the Nook can't be read on a Kindle. A book purchased from Apple Inc. can only be read on iPhones, iPod touches and iPads.
Publishers insist on encryption in the form of "Digital Rights Management," or DRM because they believe it stops piracy. It also helps e-book retailers like Amazon defend their business models, keeping non-Amazon books off Kindle e-readers.
But when Rowling fans buy a book from Pottermore, they can download it in a variety of formats, including one that is not protected by DRM. They can be read by a wide variety of applications and devices.
These books can be purchased once and then passed around to friends or shared with children. Wider sharing is dissuaded by visible and invisible "watermarks" inserted by Pottermore before the download, which identify the buyer.
Charles Redmayne, CEO of Pottermore, says that "Harry Potter" books are probably the most pirated in the world already, even though ?or rather because? there have been no legal electronic versions until now. Fans have scanned or even re-typed the printed books to make them available in electronic form.
"We believe that people should have the right, once they've bought the book, to read it on any device that they chose to," says Redmayne.
Of course, there's another reason Pottermore is going DRM-free. It wants to "own" the relationship with the customers ? the Potter fans ? rather than have them go to other retailers. And the only way to get onto all reading devices without dealing with the other retailers is to sell books without DRM.
"It's a very valuable thing to us to own that customer relationship. It gives us a tremendous opportunity to create new products that we can sell to those consumers around the Harry Potter brand," Redmayne says.
Shatzkin thinks other authors are unlikely to copy Rowling and set up their own stores ?Rowling is "The Beatles" of the literary world and an industry unto herself. But he believes publishers who can aggregate the works of many authors on their sites are going to figure out that they can bypass Amazon as long as they're willing to give up DRM.
"If you don't have DRM, it opens up strategies that aren't available to you if you insist on DRM," says publishing consultant Michael Shatzkin. "The question is: is the fear of piracy greater than the fear of Amazon?"
Amazon is thought to account for about 60 percent of the e-books sold in the U.S. Barnes & Noble Inc. is the second-largest seller with around 25 percent.
Berlucchi likens the state of the e-book industry to the one in the music industry before 2008. Music publishers insisted on protecting legally sold songs with DRM, but all they did was allow Apple to corner the market, he says, since tracks bought from other stores wouldn't work on iPods.
"It took five years from the launch of the iPod for the music industry to realize that they weren't achieving anything with DRM," Berlucchi says.
Early in 2008, music publishers allowed Amazon to launch a music store with DRM-free songs. Apple's iTunes store went completely DRM-free the next year.
Andi Sporkin, a spokeswoman for the Association of American Publishers, says DRM "has value," enabling things like library lending of e-books (without DRM, there's no way to "return" an e-book). Going the route of the music industry and going DRM-free hasn't really been discussed in the publishing industry yet, she says.
In the case of Pottermore, Amazon is collaborating, sending shoppers from its site to Pottermore if they search for "Harry Potter" books. Shatzkin believes this is because Amazon, faced with getting nothing from sales of Harry Potter books, likely decided it should be in on the game to at least get referral fees.
Amazon didn't comment on its reasons for sending shoppers to Pottermore, nor would it confirm it gets referral fees.

Bobby Brown NOT Drunk While Driving, Attorney Argues
Not so fast, Cissy Houston.
While Whitney's mother is reportedly telling friends she feels vindicated by Bobby Brown's DUI arrest this week, an attorney for this controversial singer says her client was not actually drunk when police pulled him over.
"Everyone is innocent until proven guilty and Mr. Brown was not driving erratically. He was speaking on his cell phone. Mr. Brown has not been convicted of anything associated with this incident," Tiffany Feder tells E! News.
Brown was taken into custody on Monday after allegedly failing a field sobriety test. He is "taking this matter seriously and an investigation is under way," Feder adds. "The legal process shall run its course."
The artist already has a drunk driving conviction on his record. He was also arrested for battery in 2003 and jailed for a parole violation in 2004.
