China says Taiwan's opposition a threat to peace (Reuters)

BEIJING (Reuters) ? China warned Taiwan's pro-independence Democratic Progressive Party on Wednesday that its stance on relations with Beijing could threaten a hard-won state of peaceful coexistence, as the island's closely watched elections draw near.

China has slowly ramped up the rhetoric ahead of Taiwan's January 14 presidential and parliamentary polls, offering both economic incentives for the self-ruled island and making veiled threats that a vote for the DPP would harm vital trade ties.

Beijing will be hoping that pro-China President Ma Ying-jeou, who has signed a series of landmark agreements with Beijing since he became Taiwan's president in 2008, gets back into office and continues his policy of detente.

China has made little secret of its distaste for the DPP, even as its candidate, Tsai Ing-wen, tries to lay out a more moderate line than former President Chen Shui-bian, whose strong support for Taiwan's independence infuriated Beijing.

Speaking at a regular news briefing, Yang Yi, spokesman for China's Taiwan Affairs Office, said a return to those days would be a disaster. The DPP's Chen held office from 2000 to 2008.

"Upholding the 'Taiwan independence' platform of one country on either side of the Taiwan Strait would be a step backward into the era of Chen Shui-bian, and that would inevitably threaten the peaceful development of cross-strait ties," he said.

China and Taiwan have been ruled separately since defeated Nationalist forces fled to the island at the end of the civil war with the Communists in 1949.

China maintains that Taiwan is simply a wayward Chinese province which has no right to seek independence, and it has never renounced the use of force to bring Taiwan under its control.

It has also warned that any attempt by the island to formally announce independence would lead to war, which could also drag in Taiwan's main backer, the United States.

Yang repeated that whoever is in charge on the island must accept the "1992 consensus," referring to Beijing's cherished "one-China" principle, which includes Taiwan as part of China.

Beijing and Taipei agreed to their own interpretations of the "one-China" principle and both sides held landmark talks in Singapore the following year.

But the DPP does not recognize that a consensus was reached then, even as Tsai has said an administration led by her would pursue a "balanced, stable and moderate" policy towards China, shying away from the party's previous strong anti-China words.

"Denying the '1992 consensus' will wreck the basis for cross-Strait consultations, which will of course be unable to continue," Yang said.

"I will not make any comments about the election, (but) we still hope that compatriots on both sides of the Strait will work hard to maintain the current good trend of the peaceful development of relations," he added.

Delegation slams Treasury report on Chinese currency

Members of the state's congressional delegation are blasting the U.S. Department of the Treasury's decision not to tag China as a currency manipulator.

An anticipated Treasury foreign exchange report released this week acknowledged that the Chinese yuan was undervalued, but the Obama administration stopped short of accusing labeling China a currency manipulator. The issue has been taken up by some congressional lawmakers who believe the currency's low market value is doubling as a trade subsidy for Chinese exporters while costing American jobs.

The value of the yuan has been a concern for labor and manufacturing groups such as the Alliance for American Manufacturing. The organization also represents the interests of Maine paper companies.

On Tuesday, AAM Director Scott Paul slammed the Treasury report.

"I'm disappointed that President Obama has now formally refused to cite China six times for its currency manipulation, a practice which has contributed to the loss of hundreds of thousands of American manufacturing jobs," Paul said in a statement.

The issue of the yuan's value has been a concern for U.S. Rep. Mike Michaud, D-Maine, who believes China is robbing the U.S. of its factories and manufacturing jobs.

"The Treasury Department outlines in the report all of the reasons China should be identified as undervaluing their currency, but they refuse to state the obvious," Michaud said in a statement.

Despite some saber-rattling between Obama and the Chinese government, the administration has refused to take the hard line advocated by members of Congress.

It recently maintained that it's in China's interest to increase the value of the yuan.

The Treasury report, however, said that while China has made progress, the yuan has encountered "persistent and substantial undervaluation."

Michaud, earlier this year co-sponsored a House bill that would force the administration to label China a currency manipulator and assess penalties. U.S. Sens. Olympia Snowe, R-Maine, and Susan Collins, co-sponsored a companion bill that was ratified by the Senate in October.

House Speaker John Boehner, R-Ohio, has so far declined to bring the bill to the floor for consideration.

Snowe, in a written statement, said the report "failed to state plainly what American workers already know:" that currency manipulation put U.S.-made products at a competitive disadvantage.

Snowe said House leadership should pass, H.R. 639, which would direct the Commerce Department to investigate allegations that the undervalued yuan provides an illegal subsidy to foreign producers.

Snowe said China's currency hurt Maine manufacturing.?

"These are the types of jobs that should be thriving in a global economy ? but they cannot if our government is unwilling to enforce our existing trade policies and hold our foreign competitors to account," Snowe said.

Collins, in a statement, said it was "inexplicable" that the president "failed to defend American workers."

It's unclear if GOP leadership will take up the House bill next year. The legislation has broad bipartisan support and 230 co-sponsors, including U.S. Rep. Chellie Pingree, D-Maine.

The Treasury's decision follows the precedent of the Bush administration, which was also confronted with the issue. The U.S. has not tagged a country as a currency manipulator since China was issued that status in 1994.

According to several news reports published earlier this year, Treasury Secretary Timothy Geithner has argued that the semi-annual foreign exchange report isn't as useful a negotiating tool as direct diplomacy with the Chinese.

Michaud said the administration's "diplomatic song and dance" was shuttering American companies.

Nonetheless, Obama has attempted to pressure China to speed up its valuation of the yuan before a summit with Chinese officials earlier this year.

Chinese President Hu Jintao has thus far declined to change his country's currency policy, saying that doing so won't solve the U.S. trade deficit or its other economic problems.

SPORTS: Wrestling teams showing star power

CONVENTIONAL WISDOM SAID that there was no star power in wrestling this year on the North Olympic Peninsula because there are no returning top-three state competitors.

But conventional wisdom has been taken down and is close to being pinned after several wrestlers have shown they can compete at state-caliber levels in the early season.

Cutter Grahn of Forks, the top area returner after capturing fourth place in state last season, has shown he is to be reckoned with in Class 1A competition while Port Angeles and Sequim showcased their wrestlers at The Battle for the Axe tournament in Port Angeles last Wednesday.

The tourney opened with star power when former Port Angeles state champions John Camp and Julio Garcia were introduced to wrestling fans just before action started in the first round. More on the special guests later in this column.

The Roughriders and Wolves dominated their team pools Wednesday and ended up meeting for the tournament championship match, won 50-24 by Port Angeles.

Some of those top-notch wrestlers to watch this year are Riders Brady Anderson, Josh Basden, Ozzy Swagerty, Kody Steele, Kacee Garner, Brian Cristion and Zach Grall.

Sequim?s senior co-captains Dakota Hinton and Clay Charlie are proving hard to beat like they have been in the past couple of seasons.

Going undefeated against at times state-caliber competition were Sequim?s Charlie and Port Angeles? Anderson, Basden, Swagerty and Grall.

Grall, a senior and team captain at 195 pounds, had an especially strong tournament, not only going 4-0 but winning all four matches by pin in the first round.

Grall?s weight class opened the championship match against Sequim as the senior pinned Austin Leach quickly for a 6-0 lead that Port Angeles never gave up.

Grall, who is an impressive 10-2 record on the year, said he wanted to open the tourney?s last team match on a strong note.

?We wanted to keep the Axe [tourney trophy], and I wanted to come out and take care of business,? Grall said at the end of his match.

The 2011 Battle for the Axe was a strong tournament that helped Grall keep his focus during the long day.

?We have some tough teams here,? he said. ?I?m used to hard competition and I just wanted to go out and take care of business.?

The standout wrestler, who is ranked No. 7 in state on the Class 2A level, said he plans to stay on message the entire season and finish up his prep career on a high note.

?My personal goal is to take state,? he said.

?I know where I want to be at, but I also know that it?s going to be a lot of hard work.?

Peninsula tournament

Port Angeles coach Erik Gonzalez was elated to be wrestling rival Sequim for The Battle of the Axe trophy, which is a real axe mounted on an impressive plaque with all six previous winners printed on it.

?That is why I created the tournament in 2005, to showcase our local feel and our local history here,? Gonzalez said at the end of the tourney.

Area teams have dominated the event over the years with the Riders winning the first tourney in 2005, the Forks Spartans earning the Axe in 2008, Sequim taking it in 2009 and the Riders grabbing it back by just nudging La Center High School for the team title in 2010.

Port Angeles became the first team to win the trophy two years in a row and is the only squad to claim it more than once.

Last week?s tourney started out on a star-studded note as the two wrestlers to win individual state titles during Gonzalez?s coaching tenure showed up at the tourney and were photographed together for the first time (see photo on Page B1).

Julio Garcia won his title during Gonzalez?s first year in 2003 while John Camp earned his championship by going undefeated in 2010.

Garcia, 26, was in Port Angeles visiting his family during the Christmas holiday for the first time in a few years.

?It?s been awhile since I have been here because of my traveling,? Garcia said during a phone interview Christmas Eve.

?It was good to be back to see the team and coach Erik Gonzalez.

?Erik had done a great job of establishing the high school program, the youth programs and the tournament over the years.?

Garcia, a Christian, has been traveling all over the world the past couple of years for a ministry, visiting such interesting locations as New Zealand, Egypt, Brazil, Paris and Rome.

?I have been to the Middle East, Africa, Europe, New Zealand and South America,? he said.

Garcia had a full-ride scholarship to attend and wrestle at Portland State right out of high school but instead took an opportunity to start his own marketing company.

He continued to operate his marketing business until he hit the road for a ministry in 2009.

?I had a home, I was making real good money but I knew a piece was missing when I had an encounter with the Lord,? Garcia said.

?I started walking closer to Jesus and decided to travel the world. It has been amazing.?

During his travels, Garcia spent time during a major earthquake in Christchurch, New Zealand.

Garcia?s ministry helped provide fresh water and repair buildings among other tasks.

The former wrestler said he is taking a break right now and reflecting on what he wants to start doing.

He is staying with his mother and stepfather, Jennifer and Glen Roggenbuck, and his little brother, Michael Roggenbuck, who is a fifth grader at Hamilton Elementary School, preparing to be a little Roughrider, Garcia said.

?He?s an amazing little man,? Garcia said about his brother.

?I love him a lot.?

There?s a lot of love, too, going around for this year?s wrestling programs, that are proving to be as exciting and tough as the past area wrestling teams.

PlayStation Vita enjoys great first week. Is it enough?

The PlayStation Vita, the newest handheld from Sony, is due on shelves in the States in 2012. In Japan, the Vita is already off and running. ?

The PlayStation Vita ? competitor to the Nintendo 3DS, and successor to the Sony PSP ? isn't slated to hit shelves in the US until February. But in Japan, the Vita has already launched, and according to the analytics firm Enterbrain, the device is off to a strong start.?In a press release this week, Enterbrain estimated that?Sony had unloaded 321,000 Vita units in two days, just shy of the 371,000 3DS units sold by Nintendo over the same time period.?

The Vita, more so than the 3DS, is a graphical powerhouse, intended to appeal to committed gamers. As?Sony exec?Shuhei Yoshida?told?Eurogamer earlier this year, "if you are a very casual person who might just want to kill time as you're waiting for your train, you might not need a dedicated, big game experience. But if you like games, if you really love games, you would want to play the kind of games you like, even on the portable."?

Among the niceties on the Vita are a 5-inch OLED touch screen, a?4-core?ARM Cortex-A9 MPCore?processor, the?Sixaxis?motion sensing system and a?three-axis electronic compass. In the US, the Vita will sell at two price points:?$250 for a Wi-Fi-only version or $300 for a 3G version. In an early hands-on with the device, the CNET team called the Vita "dazzling."?

The question, of course, is whether even a "dazzling" gaming portable will be able to grab lasting market traction in 2012. Many users increasingly prefer to play portable games on their tablets or smart phones, calling into question the very concept of a committed gaming device (to say nothing of a committed gaming device that costs 300 bucks with 3G monthly payments).?

Consider the Nintendo 3DS, which?debuted in the?US?in late March to?generally favorable reviews.?By June, however Nintendo had managed to unload only 710,000 3DS units ? far short of expectations ? and in late July, in an effort to work up some excitement in the device, Nintendo dropped the price on its?3DS?from $249 to $169. It was, one pundit?quipped, the "fastest post-launch price drop (by one-third) ever."

Sales are reportedly up ? Nintendo execs have promised the 3DS has "good momentum" going into the holidays ? but thus far, the 3DS has fallen far short of the DS, the insanely popular handheld launched by Nintendo in 2004.?

Researchers assess effects of a world awash in nitrogen

ScienceDaily (Dec. 15, 2011) ? Humans are having an effect on Earth's ecosystems but it's not just the depletion of resources and the warming of the planet we are causing. Now you can add an over-abundance of nitrogen as another "footprint" humans are leaving behind. The only question is how large of an impact will be felt.

In a Perspectives piece in the current issue of Science (Dec. 16, 2011), Arizona State University researcher James Elser outlines some recent findings on the increasing abundance of available nitrogen on Earth. In "A World Awash in Nitrogen," Elser, a limnologist, comments on a new study showing that disruption to Earth's nitrogen balance began at the dawn of the industrial era and was further amplified by the development of the Haber-Bosch process to produce nitrogen rich fertilizers.

Until that time nitrogen, an essential building block to life on Earth and a major but inert component of its atmosphere, had cycled at low but balanced levels over millennia. That balance ended around 1895.

"Humans have more than doubled the rate of nitrogen inputs into global ecosystems, relative to pre-industrial periods, and have changed the amounts of circulating phosphorus (like nitrogen, a key limiting ingredient for crops and other plants) by about 400 percent due to mining to produce fertilizers," Elser said.

The result has been immediate and widespread, he added.

Commenting on a major new finding in Science by G.W. Holtgrieve and colleagues, Elser said that signs of the "new N" appeared in all regions of the Northern Hemisphere in a remarkably coherent manner beginning around 1895, in concert with when fossil fuel combustion and large scale biomass burning accelerated across the globe. Another significant increase came around 1970 coincident with massive increases in industrial nitrogen fixation for fertilizer production, just as the "Green Revolution" got started.

The effects of the high nitrogen inputs "were immediate, and no place in the Northern Hemisphere -- not even the highest reaches of the Arctic -- was safe," Elser stated.

One effect from the increased nitrogen inputs can be seen in our inland water features like lakes, reservoirs and rivers.

"Nitrogen deposition to lakes leads to phytoplankton (at the base of food chain) with low content of the important nutrient phosphorus," Elser said. "This is kind of like 'junk food,' for animals that eat the phytoplankton. Such effects are likely to ripple upward in the food chain."

"Overall, changes in nutrient regimes (due to human acceleration of the nitrogen and phosphorus cycles) cause various problems, but especially reduction in water quality, in water supplies and deterioration of coastal marine fisheries ('dead zones')," Elser added. "In the U.S., conservative estimates indicate that nutrient over-enrichment of inland waters results in about $2.7 billion of annual economic costs annually, due to negative impacts on recreational water usage, waterfront real estate values, the cost of recovery of threatened and endangered species and drinking water provisions."

On a grander timeline the effects could be more telling of humans themselves, Elser said.

"Whether such signals are an ephemeral blip in the stratigraphic record or a sustained shift lasting millennia may, in due time, be seen as an indicator of humanity's success, or failure, in achieving planetary sustainability," he added.

Speaker: Will keep pipeline language in tax bill (AP)

WASHINGTON ? House Republicans will stick to their insistence that a bill extending a payroll tax cut and jobless benefits include language speeding work on a controversial oil pipeline, Speaker John Boehner said Friday.

The remarks by Boehner added a contentious backdrop to negotiations over a compromise payroll tax cut measure. With President Barack Obama and many congressional Democrats opposed to accelerating work on the proposed Keystone XL pipeline, which would run for 1,700 miles from western Canada to Texas, that conflict has been one of the major hurdles to a bipartisan deal on the payroll tax package.

Meanwhile, the House began debating a $1 trillion spending bill that would avert a partial federal shutdown beginning Saturday. That measure, which would finance dozens of federal agencies through next September, would replace a stopgap spending bill that expires at midnight Friday and is sure to pass.

Negotiations on the payroll tax cut legislation between Senate Majority Leader Harry Reid, D-Nev., and Senate Minority Leader Mitch McConnell, R-Ky., were continuing Friday. Leaders are hoping that Congress will finish that bill and others and end its work for the year in the next few days.

Reid said Friday that bargainers were making good progress in those talks, a sentiment echoed by McConnell.

"The majority leader and I are making significant progress on reaching agreement on a package that will have bipartisan support, I hope," McConnell said. "I think we're going to get to that place."

With those talks under way, House leaders planned to send their members home after finishing their work Friday, with plans to return when the Senate produces a payroll tax cut measure for the House to vote on.

But Boehner, R-Ohio, struck a combative tone following a closed-door meeting Friday morning of House Republicans.

"I guarantee that the Keystone pipeline will be in there when it goes back to the United States Senate," Boehner said.

This year's 4.2 percent payroll tax rate will jump back to its normal 6.2 percent on Jan. 1 unless action is taken by Congress. Few lawmakers want to be blamed for a tax increase that would affect 160 million people.

Extended benefits for long-term jobless people will also expire Jan. 1 without congressional action.

That same day, a 27 percent cut in Medicare reimbursements to doctors would take effect unless lawmakers act, a reduction that could convince some doctors to stop treating Medicare patients.

Even without the Keystone dispute, bargainers had still not reached agreement on how to extend a payroll tax cut through 2012, with major disputes remaining over how to finance the package.

Because of their ongoing disagreements, Senate leaders have prepared a shorter, two-month extension of the payroll tax cut and jobless benefits to give themselves more time to reach an agreement.

The two-month payroll tax cut bill would also delay the Medicare cuts for two months.

Is Mission: Impossible — Ghost Protocol "the best action movie of the year"? (The Week)

New York ? Surprise, surprise. The majority of critics are heaping praise on the fourth installment in the M:I franchise, the first live-action flick directed by Pixar's Brad Bird

Star Tom Cruise may be pushing 50 and the franchise 15, but critics are finding a lot to like in Mission: Impossible ? Ghost Protocol, which opens in IMAX and select theatres Friday and goes wide the following week. In the fourth M:I flick, Cruise resumes his role as renegade spy Ethan Hunt while vaunted Pixar writer-director Brad Bird (The Incredibles, Ratatouille) ably takes the helm of his first live-action film. One commentator calls it "the best action movie of the year." Really?

Yes! This is it, "at long last, the year's best action flick," says Andrew O'Hehir at Salon. Who knew "an aging star often viewed as a weirdo" and an animation director had it in them? Bird's stylish, energetic direction makes you wonder "why the hell" he hasn't made more movies by age 54, while Cruise embues a messy, long-haired Ethan Hunt with an easy charisma. The film "has not just one or two but four or five of the most coherent and exciting action sequences in recent history," including a "beautifully choreographed" finale in a parking garage in Mumbai. "This is pure escapist cinema at its best, without morality or apology or guilt."

It's impressive, but frustratingly flawed: "From a purely technical standpoint, Ghost Protocol ranks toward the top of the list of the year's best studio-made blockbusters," says Ethan Alter at Television Without Pity. Still, I expected more from Bird, given that The Incredibles is "one of the finest superhero movies ever." Not enough of his unique style comes across here. Other problems: A thin plot and a forgettable supporting cast ? from Paula Patton's "wooden" turn as the "designated hot girl" to Simon Pegg's half-hearted attempt at comic relief. Still, compared to the "obnoxious, sloppily-made" Sherlock Holmes: A Game of Shadows, also out this week, Ghost Protocol is "the second coming of Star Wars."
"Battle of the blockbusters: Mission: Impossible ? Ghost Protocol and Sherlock Holmes: A Game of Shadows"

This franchise is tired: "The seams are showing badly in this fourth Mission: Impossible movie," says Marshall Fine at Hollywood & Fine. It's a jumble of action sequences held together by that "familiar excuse for a plot: the brilliant maniac who has to be stopped before he triggers a world-wide conflagration." Though the script tries hard to be funny, it's corny rather than truly amusing. At their best, the Mission Impossible films were about the hero outsmarting the villain, not "outrunning or outgunning him." Kids might embrace this film, but for anyone craving intelligence and sublety, there's too much sensation here and too little savvy.

Echo Nest is the man behind the Spotify Radio curtain

The Music Genome Project is in some serious trouble. The fancy algorithm behind Pandora is facing an increasingly popular competitor in the form of Echo Nest. The company's "music intelligence platform" and its accompanying API are already powering iHeartRadio and Nokia Music's Mix Radio. Now it's getting baked into the streaming media service du jour -- Spotify. Echo Nest's capable automated mix-making was already available to Spotify users via Echofi, but now the Swedish media company is using the tech as the basis for its updated radio service. The "Maple Lakes Golf Pack" includes nine dynamic new holes, allowing players to take a swing at a full 18-hole match. This "back 9" takes in forts, marinas, causeways and coves, with hidden routes and hole-in-one opportunities nestled in the acres of fresh content. The Golf Pack is available in all modes, and includes achievements and nine more challenges to send to friends both online and offline in the Challenge Play mode on Xbox LIVE.
